Step 1: Login to Credant Mobile Guardian Enterprise Server

I created a Windows Recovery USB then copied the CMGKRcvr.txt file to it. When I booted the affected computer with the recovery usb I selected the advanced options > command prompt. I then copied the file from the usb to the hard drive. You may need to check the various drives to see which drive letter was assigned to the affected hard drive.
